David Barr

Kathie Mancine brings decades of administrative experience to Care Without Barriers. As Secretary/Treasurer, she is passionate about helping individuals access mental health care by supporting the foundation's mission to remove financial barriers to treatment. 

Lindsay is a fully Licensed Professional Counselor, licensed in the state of Texas. Lindsay received her Bachelor's Degree in Psychology, as well as her Masters Degree in Mental Health Counseling from University of the Southwest in New Mexico, as is currently pursuing a second Master's Degree in Developmental Trauma through TCU. Lindsay has extensive experience in the mental health field, including Case Management, Clinical Services, Parent Education, and Psychoeducation Public Speaking. Lindsay has previously served in roles as a Case Manager in a medium-security male prison, as a CPS Investigator, a non-profit Case Manager and Parent Educator for the Fatherhood EFFECT Program through BCFS, Health and Human Services, as well as a Case Manager, Clinician and Parent Educator for Methodist Children's Home, where she achieved TBRI Practitioner status in February 2022, before leaving to pursue private practice counseling full-time in April 2023. Lindsay currently provides mental health counseling services both virtually and in-person. Lindsay’s counseling practice engages a wide range of presenting issues including parenting concerns, behavior management, mood and anxiety disorders, attachment and relationship issues, grief and loss, trauma and abuse, pregnancy-related and women's issues, as well as life cycle transitions. Lindsay has presented at several conferences and speaking engagements over the years and works to maintain strong community involvement. Lindsay is very passionate about mental health and providing quality and affordable care to those in need. Care Without Barriers Foundation is the first board for Lindsay to serve on, and she is very excited and motivated to serve in her new role to the best of her abilities. When Lindsay is not working, she enjoys spending her free time with her family, friends, and her pug, Benny!

Rachel Graves is a Licensed Professional Counselor (LPC) and Certified Victim Advocate in Texas, specializing in trauma-informed care and crisis intervention. She holds degrees from Texas A&M University (B.S.) and UT San Antonio (M.A.) and is certified in TF-CBT and EMDR. Throughout her career in non-profit crisis centers, intensive outpatient care, and private practice, she has provided compassionate support to survivors of crime and trauma, fostering non-judgmental spaces for sustainable healing.

Alison Daniel

Jessica Siegfried, MA, LPC, LMFT is a Licensed Professional Counselor and Licensed Marriage and Family Therapist with a passion for promoting mental wellness and strengthening communities through trauma-informed care. She holds master's degrees in Clinical Counseling and Marriage and Family Therapy, as well as Family Ministry, from Hardin-Simmons University.

Jessica currently serves as the Behavioral Health Partnership Program Liaison for the Betty Hardwick Center, where she provides mental health education and behavioral health support to 43 school districts across 13 counties. With experience in private practice, family support services, detention counseling, and school-based programs, she is dedicated to helping individuals and families build resilience and thrive. As a board member of the Care Without Barriers Foundation, Jessica is honored to support the organization's mission of expanding access to mental wellness and creating healthier communities.
